I could be wrong, but I don't think you can move /boot to hda1 if it is on another partition. Usually Windows takes hda1 for its partition, and lilo should install its boot loader at the beginning of that partition to give you the options of booting either into Windows or Linux. The /boot partition can be anywhere, I just usually keep it as an ext2 filesystem, keep it on a primary partition, and make it about 23 MB in size. One thing you might check with fdisk in Linux.
