Pop access should be no different than authenticating against any other pop server. You're using pop.west.cox.net(residential)? Smtp is the same (no auth on residential, just checks source ip), unless you are using business services which is a slightly different bag. It requires pop-before-smtp auth for smtp.coxmail.com (or your ip added to acl's). What are the exact errors you are getting?
