perhaps it's not installed.

I have upgraded to 8.0 and it isn't part of the package any longer but I
have ssh'ed into a clients system running 7.3 and it clearly exists in
/sbin/sndconfig

[root@spot root]# rpm -qa |grep sndconfig
sndconfig-0.68-1
