I think:

ifconfig eth0 down
ifconfig eth0 up

or

ifconfig down eth0
ifconfig up eth0

I am not an very knowledgable admin so I think that is right.  If not, that is
the gist of what you need to do and someone else (or the ifconfig man page)
can fill in the right syntax.
