Hi Pete,
The proper way to remove software is to shut it down first, then remove it.
Now to fix your problem. The elegant way would be (as root):
/etc/init.d/webmin stop
(or similar, as each distro seems to put things in different places).
However, rpm -e probably removed that file, so use the brute-force method:
killall -9 webmin
