after a bout with insomnia--
i seem to have it running after running the ./configure with the 
aforementioned arguments
then doing the make install
so now the web page comes up-
yay!

now it wont let me start a list
<note the lack of a "yay!" here>
the page returns:

Create a www.foo.net Mailing List
Error: You are not authorized to create new mailing lists

ideas?
