He got an incorporation kit and will form a Delaware corp for about $400. I recommend hostica.com for web hosting. Do some traceroutes to it - it is pretty fast. I've been with them for over a year, and have had less than an hour of downtime. I have 30MB of storage and CGI-BIN. My site currently has somewhere around 500-600 pages, and I pay $5.00 per month. If you have a really simple site, it will cost $1.00 per month.
