RH 8.0, Mozilla 1.3 RPM installed.  I'm assuming the themes are placed in:
/usr/lib/mozilla-1.3/chrome
I've copied the Orbit .jar file to this location, but I'm not sure how to
make it the default theme for users running Mozilla for the first time.
