I don't think it is an April Fool's joke.  The history of this 
resolution goes back several months.  Seems that they have been working 
on this for some time:

First reading of Resolutions to Faculty Senate, Feb 4, 2003
Resolutions get 2nd reading before Faculty Senate, Tuesday March 4
Revised Resolution passes April 1.
