I think you could make it so that CTRL-ALT-DEL shuts down the computer. 
Thus circumventing GDM.

In /etc/inittab:

Change:

From
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now

to
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -h now

Change the -r(eboot) to a -h(alt)
