Well, to test parts of the connection in your local loop could be done with a 
simple ohm meter and taking the T1 router and line off the 110 blocks.  You 
would then be able to see how the signal is degrading as it passes through each 
110 block.  If you have physical access all the way to the demarc point, you 
could just hook the router up at each 110 block hop, starting at the demarc and 
work back towards where it will actually sit.  Some routers should have a signal 
strength measurement capability (I believe the Cisco devices do) so you can see 
the SNR.
