Okay I checked for you. 1.3 should not be in unstable because it not something that would ever be "released". Unstable is only for things that are tracked to be released. You might find 1.3 in expiremental, but the rules are nothing in stable should be built against expiremental. However, pango is key to the gnome infrastructure so there might be some "special" rules involved. :) I don't know if that fully answers your question or helps you at all.
