If a local government was making a push to replace a major enterprise
system with software developed internally.  With the focus to release the
end product under a Free Software license to other governments.

Would there be anyone on this list willing to volunteer time to help do
some grunt work in the transitioning of systems?  It would be simple and
somewhat mind numbing work.  As a volunteer no pay would be given. 
However, you would be able to make contacts that might be of use later in
life.  You would gain experience working on enterprise financial systems
at one of the largest organizations in the state.  Which would be nice for
a resume. :)

At this point it is still very much a question to see what kind of support
is there.  Hopefully a formal request will appear in the near future. ;)
