See http://www.icann.org/registrars/ra-agreement-17may01.htm , Section 3.3, Public Access to Data on Registered Names. In the prior version of the agreement, http://www.icann.org/registrars/ra-agreement-10nov99.htm, it is Section II F. Those are the only current agreements for .com, .net, and .org registrars.
