That means WinCVS is not configured to talk to your CVS server. You need to set your WinCVS preferences so that it knows how you authenticate to the server and connect. Look here http://www.wincvs.org/winhtml/wincvs11.htm#_Toc453646173 for some instructions on how to do this. You need to know what authentication method your server is set to and what your userID and password are for the server. Enter these (minus the password) in the dialog as shown on the page above. "pserver" and "passwd" are the usual defaults. Then try the login again.
