Maybe boot with a live CD (or boot into single user mode and attempt to
run a shell from /usr/bin if you have one), mount the disk, reinstall a
few packages (like coreutils, bash, util-linux).

Maybe your distro has a tool to check your packages -- then you could see
what you actually have missing.
