I think this is specific to ALSA. I find it irritating at times also - like right now, Mozilla has a lock on my sound device from a java applet that ended yesterday, and I can't listen to streaming audio until I quit Mozilla. I've heard E-sound does not have that problem, but I do not know - not motivated (too lazy) to look into it.
