resolved.

this is the fix:

cd /etc/yum.repos.d/; wget http://triwu.com/~pkilgo/files/dag.repo

then

yum install irssi

thanks to everyone.

hopefully the next time i go to compile a program it will all work. i'd 
rather not get dependent on yum/symantec.
