Not (yet) available for Win9x or WinXP. It is not a flexible as IPSec and cannot connect to IPSec tunnels, but it gets the job done. You need to use it on both ends of the tunnel, and it is capable of connecting two lans over the internet, or just locally. OpenVPN (http://openvpn.net) is very robust (more complicated), and runs on Win2k/XP in addition to a slew of *nix variants. You might also take a look at Openswan at http://www.openswan.org (formerly FreeS/WAN http://www.freeswan.org, no longer active).
