It is normal for this mailing list software to send it to the new
subscriber (and also depending on setup, it may send it monthly also).
It is Mailman.

The poster chose to create a new email by replying to the previous email
(his subscription information). This means the headers of the email will
include information for threading. (In this case, it doesn't matter since
there was no mail on this list already with same identification.)

The main problem was that many subscribers to this list continue do not
clean out the junk from previous emails when posting to the list. (They
should only keep the relevant parts necessary for their conversation.)
