Not necessarily.  I was able to choose from several ISPs and get DSL about
2 years before QWest started offering it in my neighborhood.  Use the
Pre-qualification form here: http://www.broadbandreports.com/prequal to
tell you who can provide what.  It may come up empty for DSL, it may not.
