DCC is initiated through the server though, it is the initiation process
that either clients or, for some bizarre reason/coincidence/conspiracy
(dropping connections due their content is a pretty BIG BUG), routers
drop the connection. It appears to be server too, Freenode (I don't know
about other servers) carelessly passes DCC and CTCP requests onto the
client without parsing them.
