In the case of OO.org the community wasn't happy with oracle's stewardship and felt that "taking" the source code and creating a new project run by a foundation (Open Document Foundation) was the better way to go. Just like in the past (Xorg) the forking of OO.org has resulted in lots of innovation and improvements in the program.
