It does just about everything you'd need to turn a DVD into 1 or 2 smaller AVI files that are not going to be larger than (user-selectable size) with two-pass encoding. It may be a bit more complex than you'd like, though, since it's really just a frontend to transcode/vobcopy. (transcode does everything, but it has more options than smb.conf....) I've also heard of k9copy, a KDE app designed specifically to reduce dual-layer DVDs to slightly over 4G so you can copy them to cheaper single-layer DVD-Rs.
