Yes, it does take time and money to run your own radio. But it also takes time and money to run your own website as well. Or to do podcasts, or run a youtube channel. Legally you can run a radio station and not pay a license fee for it if you keep your power output down and stay far enough away from other broadcasting radio frequencies so you don't create interference.
