You might want to try using SSH instead if you can since it is more secure and does not require the setup of an apache module. Tortoise supports using SSH via plink.exe which is included in the default installation. You would use a URL such as svn+ssh://user@servername.com/path/to/repo to check out the files. You just need to be sure that the user account has write access to the directory where the repositories are stored.
