I use godaddy with an expired coupon, speed695, which defaults to another coupon amount of ~$7.50.

The cheapest price isn't necessarily what you want. A lot of the cheap services will hold your domain name hostage if you need to move or change it. It's worth spending a couple bucks extra to make sure that you can do whatever you need to do whenever you need to do it.
I personally like GoDaddy. Although all the up selling they try to do get a little annoying, they at least have always treated me professionally and have very good prices.
