cox now insist on DHCP protocol

Not all of Cox@Home is forcing this issue. My boss in Scottsdale is
still up and running on a static IP. (Though I should put his @Home
e-mail address in his Windows system so he can receive the warnings I'm
sure Cox has sent by now.)
