Updated ARTS, sound is now hosed

Well perhaps you should install it. :-) It is only 122.43 KB and
includes 3 files--two of them are documentation. Seeing as how almost
everything is a file in Unix-type systems, it can be an invaluable tool
for debugging.

PS: Which version of Mandrake is being used? I have 9.0 and have not
seen an update to arts, yet.
