Zope Debian -- can't get any logins

Intro page is up. manage page asks for password. Nothing in apt-get
informed of passwords. Ran both python /usr/lib/zope/zpasswd.py
inituser and python /usr/lib/zope/zpasswd.py access in both
/var/lib/zope and /usr/lib/zope/ . No logins possible at all, no matter
how many times I restart zope. Where do you put the access or inituser
files?
