Not an exact answer to your question, but since you appear to be using
Apache, maybe use the "deny" directive instead.
For example, I have used:
Deny from 206.135.134.219
ErrorDocument 403 "Why do you fetch this webpage so many times? We do have a datafile for retrieval listing our updates.
You could use a partial IP to represent a network, domain names, netmasks,
CIDR, etc. See the Apache docs for examples. Examples are here:
