What stage of booting does this happen in? If it's during the initrd
stage (before the main system is started), you'll need to build a new
initrd in order for the 'sleep 1' command to be effective. Making a new
initrd for a system that's not running is tricky.
Can you verify if this error is during the initrd operation or not?
